The EMEP roadmap spans ten phases, from foundational research and documentation through evolutionary optimization, quantization, offline deployment, enterprise piloting, and optional RAG integration. Each phase delivers specific capabilities and gates progress through defined exit criteria.
This roadmap uses relative phase identifiers (P0 through P9) rather than calendar dates. Duration estimates are relative units for planning purposes only.

Critical Path

The critical path runs: P0 → P1 → P2 → P3 → P5 → P6 → P7 → P8. P4 (Evaluation + Benchmarking) runs in parallel with P3 and feeds into P5. P9 is an optional extension that depends on P8.
P0 blocks all implementation. Implementation begins only after the consistency audit passes. See Phase 0 for details.

Phase Entry and Exit Criteria

Each phase has explicit entry criteria (what must be true to start) and exit criteria (what must be true to finish). See individual phase pages for complete criteria:
  • Phase 0: Consistency-audited specification
  • Phase 1: Working compatibility pipeline
  • Phase 2: Validated basic merge
  • Phase 3: Multiple merge strategies operational
  • Phase 4: Benchmark engine with integrity controls
  • Phase 5: Evolutionary loop producing candidates
  • Phase 6: Quantized deployable models
  • Phase 7: Air-gapped deployment capability
  • Phase 8: Enterprise pilot validated
  • Phase 9: Optional RAG architecture specified
